When I tried the latest version 2.1, the exported tarball file worked for Chinese. So I compared the xml files with the tarball generated in version 2.0, just find character " is changed to " in the text. But I can’t find what change made these difference . If the same change patch to 1.3.x , I can migrate all my setupdata to 2.1. Thanks a lot!
