Please try to play around a demo install. That will answer your questions. There is a lot of setup work in defining your methods etc. The system is based on custom methods and sample requests. It for sure can cover all of the areas above, however, there are no magic. You will have to invest time to customize the tool to your use case.
We are trying to use it for managing all our ISE 17025 samples.
